CRTC Nixes CJLV/Laval Bid To Add Ethnic Programming

The CRTC has rejected the application of RADIO HUMSAFAR INC.'s 7590474 CANADA INC. for a change in the license of its French Oldies CJLV-A/LAVAL, QC that would have allowed the station to change up to 40% of its schedule to Ethnic programming.
The station, which claimed in its application that it was "experiencing significant financial losses," planned to air half of the new multi-ethnic block in Spanish and the rest in Haitian, Chinese, Portuguese and Greek. Opposing comments from competitors questioned whether the proposed change was the only solution to the station's financial woes and the Commission said that the applicant had not demonstrated how the change would help make it profitable.
The agency also decided that the proposed format would negatively impact other Ethnic-format stations in adjacent MONTREAL.
