FCC Denies Bronx Pirate FM Operator's Appeal Of Fine

The FCC has denied ALEXANDER KISSI's appeal of a $10,000 fine for operating an unlicensed FM station on 96.5 MHz in the BRONX.
KISSI was fined for broadcasting on the frequency on FEBRUARY 28th and MARCH 1st, 2008. He filed what he termed a "Request for Pardon" after failing to respond to the initial Notice of Apparent Liability for Forfeiture, claiming that he was out of town when the broadcasts were made and alleging that a construction worker stole his radio equipment to sell it and left it running while testing the equipment, contradicting an earlier admission of responsibility for the broadcasts.
