CIRR Gets Renewal, Scolding From CRTC Over Explicit Program

DUFFERIN COMMUNICATIONS Hot AC CIRR (103.9 PROUD FM)/TORONTO has had its license renewed by the CRTC but got a scolding from the agency for airing sexually explicit programming in the afternoon when children might be likely to hear it.
The Commission said that a feature called "Slap and Tickle WEDNESDAYS" featured "matters of sex, sexuality and sexual health that featured unduly sexually explicit material at a time when children could be expected to be listening." A listener complaint led the agency to investigate and find that the show offered a "detailed discussion of the sexual act of fellatio broadcast at 4:17 p.m., at which time children could be expected to be listening."
In addition, the licensee was found to have skipped a required payment of $16,667 into the Canadian talent development fund for the 2006-07 broadcast year but considered the omission an isolated incident.
103.9 PROUD FM is targeted at TORONTO's gay, lesbian, bisexual, and transgendered communities and has been broadcasting since 2007.
