President's Budget Proposal Once Again Tries For Spectrum Fees

President OBAMA's $4 trillion budget proposal for fiscal year 2016, sent to Congress MONDAY (2/3), once again includes enactment of a spectrum license user fee and auctioning of domestic satellite services. Spectrum fees have been included in OBAMA's past budget proposals but have not been enacted.
The budget projects the receipts from such fees to decrease the federal deficit by $225 million in 2066 and increase to a steady $550 million in 2019 through 2025, totaling $4.825 million in deficit reduction in 2016-2025.
No details as to who would have to pay the fees and how much would be expected from broadcast services were included in the proposal, which faces an uphill battle in the Republican-controlled House and Senate.
