The FCC has denied BUFFALO BAPTIST CHURCH's Application for Review of the cancellation of its license for low power FM KBTG-LP/BUFFALO, WY. The applicant said that it thought the deadline for resumption of operation of the station had been extended past MAY 5, 2015 because it had just acquired the station in NOVEMBER 2014, was a "novice licensee" unfamiliar with the rule, and had been granted a construction permit for modifying the station's technical parameters with a deadline beyond MAY 5. But the Commission said that its discretion to extend or reinstate a station’s expired license “to promote equity and fairness” is interpreted "very strictly and generally only where the failure to transmit broadcast signals for 12 consecutive months is due to circumstances beyond the licensee’s control."
