FCC Grants New LPFMs In L.A., Reinstates And Fines North Carolina Noncomm, Denies Florida LPFM Permit

The FCC has granted LPFM construction permits in LOS ANGELES. Among the new permittees are CRAFT & FOLK ART MUSEUM for 101.5 FM, FUTURE ROOTS, INC., MACHINE PROJECT, and ECHO PARK FILM CENTER time-sharing 99.1 FM with REACH FOR THE TOP, INC. at VENICE, CA, and MATERIALS & APPLICATIONS for 96.7 FM.
The FCC has also formally reinstated HYDE COUNTY BOARD OF EDUCATION's license for noncommercial WHYC/SWAN QUARTER, NC and fined the station $18,000 for being off the air for over 30 days at a time without notifying the Commission, for public file violations, and for failure to file biennial ownership reports. The Commission had deleted the license and call letters in 2010 for being off the air for four years, but the licensee appealed, asserting that it had not been off the air for any consecutive 12-month period, and the station resumed operation on MAY 26, 2010 under an STA. But the Licensee conceded that it had gone silent for 10 or more days on eight occasions without notifying the FCC, and had not placed any quarterly issues/programs lists in the public file nor file ownership reports.
The Commission also denied WKMJ RADIO LIVE THE PEOPLE'S STATION, INC.'s Petition for Reconsideration of the denial of its application for a new LPFM at PINELLAS PARK, FL due to its CEO being a former pirate station operator at the applicant's same address.
