Emmis St. Louis Selloff Deals Get Filed With FCC

The only "new" sales showing up FRIDAY morning in the FCC database were the previously announced EMMIS sales in ST. LOUIS, with News-Talk KFTK (FM NEWSTALK 97.1 FM)/FLORISSANT, MO and Hot AC KNOU (96.3 NOW FM) and K254CR/ST. LOUIS sold by EMMIS RADIO LICENSE, LLC to ENTERCOM LICENSE, LLC for $15 million and Classic Rock KSHE/CRESTWOOD, MO and Alternative KPNT (105.7 THE POINT)/COLLINSVILLE, IL going to HUBBARD's ST. LOUIS FCC LICENSE SUB, LLC for $45 million. The buyers have taken over operation of the stations via LMAs as of YESTERDAY (3/1).
In other filings at the FCC, DAILY NEWS BROADCASTING COMPANY has filed for an STA to operate WKCT-A/BOWLING GREEN, KY as a daytimer because of windstorm damage to one of the towers in the nighttime directional array.
GALLUP PUBLIC RADIO has requested an STA to operate KGLP/GALLUP, NM with reduced power of 200 watts due to transmitter failure.
A RADIO COMPANY, INC. has applied for an STA to operate Spanish Religion WEGA-A (CANDELITA7)/VEGA BAJA, PR with an emergency non-directional antenna under the terms of its previous STA after a series of acts of vandalism and theft and Hurricane Maria left it unable to return to its previous licensed facility.
GALAXY CAT has filed for an STA to operate low power FM KGXY-LP/MUIR BEACH, CA at an interim site due to antenna co-location issues at the licensed site. The licensee complains that the relocation of K271BY/SOUTH LAKE TAHOE to SAN FRANCISCO caused co-channel KGXY-LP to be "anchored" to its current location due to "draconian" minimum spacing issues and geography. The station has applied for a channel change as well.
FORSYTHE BROADCASTING, LLC has requested an STA to operate brokered Variety WNJC-A/WASHINGTON TOWNSHIP, NJ using its nighttime pattern during the day due to theft and vandalism of its ground system. The station is under the FCC's "red light" delinquent debt provision, prompting the licensee to request a waiver to allow it to file the STA application.
ACM JCE IV B LLC has applied for a Silent STA for WFLL-A/FORT LAUDERDALE, FL while it looks for programming and a buyer.
TOP O' TEXAS EDUCATIONAL BROADCASTING FOUNDATION has closed on the sale of Religion KSYE/CARTER, OK to THE CALL, INC. for $10,000.
And MTS BROADCASTING, L.C. has closed on the sale of Country WAAI/HURLOCK, MD; Adult Standards WCEM-A and Top 40 WCEM-F (106.3 THE HEAT)/CAMBRIDGE, MD; and Oldies WTDK (107.1 THE DUCK)/FEDERALSBURG, MD to WBOC, INC. for $700,000. The buyer owns CBS affiliate WBOC-TV-FOX affiliate WBOC-DT2 (FOX 21)-ANTENNA TV affiliate WBOC-DT3/SALISBURY, MD and AC WBOC-F/PRINCESS ANNE, MD. WCEM-F is flipping to Country as 106.3 CHESAPEAKE COUNTRY, with WAAI segueing to Classic Country as 100.9% CLASSIC COUNTRY.
In addition, as SINCLAIR BROADCAST GROUP previewed in its plan for station divestitures to satisfy regulatory concerns about its deal to buy TRIBUNE MEDIA CO., paperwork to transfer independent WGN-TV/CHICAGO from TRIBUNE's WGN CONTINENTAL BROADCASTING COMPANY, LLC to a shell company, WGN TV LICENSEE, LLC, headed by STEVEN B. FADER of TOWSON, MD, for $60 million plus joint sales and shared services agreements and CW affiliate WPIX-TV (PIX 11)/NEW YORK from TRIBUNE's WPIX, LLC to NEW YORK (WPIX-TV) LICENSEE, INC., a subsidiary of CUNNINGHAM BROADCASTING CORPORATION, licensee of twenty stations operated by SINCLAIR, for $15 million plus a master services agreement. SINCLAIR plans to operate the stations with the buyers serving as shell companies and SINCLAIR holding options to buy the stations.
Also, NELSON CINTRON's SAGITTARIUS COMMUNICATIONS, LLC has filed a Petition for Reconsideration of the deletion of the licenses of News-Talk WYCL-A/NILES, OH and News-Talk WHTX-A/WARREN, OH by CHRIS LASH's WHIPLASH RADIO, LLC, which had planned to sell the stations to SAGITTARIUS for $150,000. SAGITTARIUS told the FCC in its Petition that the Court of Common Pleas in TRUMBULL COUNTY, OH had ordered WHIPLASH to rescind its request for the licenses' deletion and go through with the sale, as well as pay all regulatory fees to remove WHIPLASH's "red light" status with the Commission.
