FCC Rejects Challenge To New Arizona Station's License

MATINEE MEDIA CORPORATION's temporary facility constructed to get KAZV/AGUILA, AZ (northwest of PHOENIX) on the air before its construction permit was to expire has survived a challenge by ENTRAVISION HOLDINGS, LLC, whose informal objection to KAZV's license application has been dismissed by the FCC, which has granted KAZV's license and also dismissed an upgrade application for ENTRAVISION's KVVA/APACHE JUNCTION-PHOENIX, AZ to move onto SOUTH MOUNTAIN in PHOENIX and a channel change for sister KDVA/BUCKEYE, AZ, both of which were contingent on KAZV being deleted.
ENTRAVISION contended that KAZV's temporary site, constructed under a nine-month temporary zoning waiver, did not meet the standard for qualification for a permanent license, but the Commission said that it was adequate and unlike previous cases in which stations were put on the air with facilities intended solely to beat the tolling of a permit and were not intended to last beyond the moment.
Alaska Translators Allowed To Move
The Commission also denied UNALASKA COMMUNITY BROADCASTING's objection to the move of TURQUOISE BROADCASTING CO., LLC's K271BF and K282AU/KODIAK, AK to UNALASKA, AK to rebroadcast Country KPEN/SOLDOTNA, AL and Triple A KWVV (K-WAVE)/HOMER, AK under waivers to allow an area previously unserved by commercial stations to receive coverage outside the primary stations' 1 mV/m service area. UCB operates noncommercial KUCB/UNALASKA, and contended that its service should preclude granting the move and waivers, but the FCC noted that the waiver procedure was established to bring commercial radio to "commercial white areas" lacking such service.
