FCC Chairman KEVIN MARTIN has promised that the Commission will finish its localism proceeding before it finishes its media-ownership rules review.
The promise came in a letter responding to a group of SENATE COMMERCE COMMITTEE members headed by Sen. BYRON DORGAN (D-ND), who had voiced concern that the localism proceeding, which started in 2003 and fell by the wayside until a Senate hearing drew attention to it, might not continue as a full-fledged inquiry but might instead be folded into the rules review.
MARTIN told the senators that the localism proceeding will remain separate but summaries of comments in that docket and testimony will be used in the ownership rules review.
