Report: FCC Mulls Payola Deal

The HOLLYWOOD REPORTER is reporting in TODAY's editions that the FCC is considering a staff proposal that would end the Commission's payola investigation and would establish a "set aside" of airtime for independent music as well as a code of conduct for broadcasters and an education program.
The deal, according to the trade magazine's sources, would not require broadcasters to admit any wrongdoing. Details of the Enforcement Bureau's proposed plan, such as what music would qualify as "independent," are as yet unavailable.
