FCC Releases LPFM Order

The FCC has released its Third Report and Order on Low Power FM, codifying the changes announced at a recent open meeting.
Among the changes are loosened rules regarding transferring LPFM licenses, tighter local origination and "local entity" ownership rules, and an application cap on 2003 FM translator window filers that will reduce the number of applications an entity can maintain. The FCC also has released a Second Further Notice of Proposed Rulemaking on proposals to change interference rules to offer more support for LPFMs in cases where a full-power station proposes increasing interference to the LPFM.
Comments will be due 30 days after publication in the Federal Register with replies due 45 days after that same date.
