MMTC To FCC: Delay Diversity Decision Until You've Defined Who's Eligible

Before the FCC makes any decisions on diversity initiatives, it should define who's eligible, the MINORITY MEDIA AND TELECOMMUNICATIONS COUNCIL aid in comments to the Commission this week.
The Commission has placed ownership diversity programs on the DECEMBER 18 open meeting agenda, but the issue of who would qualify for the benefits of diversity programs remains open, and the MMTC asserts that "It is better to have no package at all until the commission can agree upon a package that will neither confuse the public nor cause considerable harm to minority entrepreneurs." The MMTC wants the Commission to either delay the decision or to make the effective date of the new rules the date that new eligibility rules, from the FCC's Diversity Committee or elsewhere, are approved.
