Barton Shows Draft Of FCC Reform Bill

Rep. JOE BARTON (R-TX) is taking a run at creating a bill to force the FCC to give the public adequate notice and ability to comment on proposed regulations.
According to MULTICHANNEL NEWS, BARTON's draft bill, presently circulating on CAPITOL HILL, would require the Commission to publish specific rules in advance rather than to, as the FCC presently does, circulate general proposals and then vote on specifics that were not necessarily enumerated in the proposals released to the public. It would also require a 60 day comment period for all proposals and would require the Commission to publish all adopted regulations within 30 days.
BARTON is the ranking minority member of the HOUSE ENERGY AND COMMERCE COMMITTEE and has been among the lawmakers pressuring FCC Chairman KEVIN MARTIN to reform the Commission's procedures, which have come under harsh criticism.
