FCC Releases Regulatory Fee Report, Reviews Fee Distribution

The FCC is asking for comments on whether regulatory fees are fairly distributed among communications industry segments. The Further Notice of Proposed Rulemaking was adopted as part of the Commission's Report and Order on collecting regulatory fees to cover its annual appropriation. Among the businesses whose fees are being re-evaluated are interstate telecommunications service providers, international and interstate toll services, digital broadcasters, IPTV and DBS providers, cable operators and private land mobile radio services.
For Fiscal Year 2008, the Commission has to collect $312 million of its $313 million appropriation from fees. The Commission is retaining the same formula, policies, and procedures as it used in the previous two Fiscal Years, and is leaving the docket open to evaluate the fee method assessed on International Bearer Circuits providers, including submarine cable operators, with the issue to be addressed within 60 days.
