FCC Picks Noncomm FM Permit Winners, Proposes Fine Against Pirate

The FCC has selected winners in 24 groups of mutually exclusive applications for noncommercial FM stations filed during a window in OCTOBER 2007. The winners include DELMARVA EDUCATIONAL ASSOCIATION (CALIFORNIA, MD); COMMUNITY BROADCASTING, INC. (WALNUT RIDGE, AR); WEST SIDE THEATRE FOUNDATION and BLUE MOUNTAIN COALITION FOR YOUTH AND FAMILIES (sharing time at NEWMAN and SAN ANDREAS, CA); MAKE A DIFFERENCE FOUNDATION, INC. (BRUSH, CO); GRACE COVENANT BAPTIST CHURCH (LAKE CITY, FL); WESTERN IOWA TECH COMMUNITY COLLEGE (DENISON, IA); FATHER PETTIT HOME ASSOCIATION (PERU, IN); JOSHUA SPRINGS CALVARY CHAPEL (SUN CITY, KS); PROVIDENCE COMMUNITY RADIO, INC. and ST. JOSEPH'S RADIO STATION, INC. (sharing time at HARRISVILLE and PASCOAG, RI); LIBERTY AND FREEDOM INC. (BARABOO, WI); and CALVARY CHAPEL OF HELENA, INC. and LAST CHANCE PUBLIC RADIO ASSOCIATION (sharing time at MONTANA CITY and HELENA, MT).
Also, GILA/MIMBRES COMMUNITY RADIO (SLIVER CITY, NM); CHEROKEE NATION (MURPHY, OK); WEST LANE TRANSLATOR, INC. (FLORENCE, OR); CATHOLIC CHANCERY OFFICE (HARTFORD, SD); COLONIAS UNIDAS (RIO GRANDE, TX); LA PROMESA FOUNDATION (WELLINGTON, TX); EDUCATIONAL MUSIC FOUNDATION (BORGER, TX); CHESAPEAKE CATHOLIC RADIO, INC. (LEONARDTOWN, MD); GRAYS HARBOR LP FM (ABERDEEN, WA); WAUPACA AREA PUBLIC RADIO, INC. (WAUPACA, WI); BVM HELPING HANDS (ANTIOCH, IL); FAMILY STATIONS, INC. (BILLINGS, MT); and the UNIVERSITY OF WYOMING (KAYCEE, WY).
The FCC has also issued a proposed $20,000 fine on NOUNOUNE LUBIN for pirate radio broadcasts on 90.1 FM in NORTH MIAMI, FL an two occasions.
In addition, the Commission recently issued Notices of Unlicensed Operation to alleged pirate broadcasters in PORTLAND (OLEG L. LEVITSKIY, 1710 AM), WOODBURN, OR (VITALY GRIDINAR, 1710 AM), and MILBANK, SD (MORRIS HANSON, 107.7 FM).
The agency also dismissed an appeal by DAVE GAREY's JET FUEL BROADCASTING of the denial of tolling of the construction permit for a new AM at ANCHORAGE, AK. The Commission rejected GAREY's contention that financial difficulties caused by FCC penalties for withdrawing bids in an auction justified tolling the permit.
