FCC Revises License Renewal Forms

The FCC’s Media Bureau has announced revisions to Form 303-S for radio and television stations and has released information on the upcoming 2011-2014 radio license renewal cycle.
Revisions to FCC Form 303-S since the last license renewal cycle include a "Non-Discriminatory Advertising Sales Agreements Certification" (the prohibition against "no Urban/no Spanish" dictates) and a minimum operating schedule certification. The portion of the application regarding RF radiation certification for some licensees has been changed from an exhibit requirement to a certification of compliance if no material change in the station's RF environment has been made since the last license grant. And a new certification requires stations to disclose whether the applicant or any party to the application has an attributable interest in a newspaper that is subject to the cross-ownership rules.
Applications for stations in the first license renewal group (DISTRICT OF COLUMBIA, MARYLAND, VIRGINIA, and WEST VIRGINIA) may be filed on or after MAY 2nd but no later than JUNE 1st. Stations must electronically file the new renewal form 303-S as well as the EEO form 396, and noncommercial educational licensees also must file the ownership report Form 323-E. Licensees with pending applications from the prior renewal cycle are also subject to the filing requirements and should file new license renewal forms with updated information and certifications to cover all periods from the end of their last license term through the date of filing, except with respect to the new advertising sales agreement certification. The Media Bureau will not mail postcard notices to licensees but will send courtesy email notices to those licensees with a valid email address on file with the Bureau; failure to receive a notice does not excuse a licensee from timely compliance with the Commission’s license renewal requirements.
