Google Play Music introduced a free, ad-supported tier as a complement to their streaming platform last week, which is essentially a free web radio service. The "free tier" will offer users curated playlists based on mood, genre etc. and the ability to skip up to 6 songs per hour, but no on-demand control over songs. The web radio service will be powered by the Google-acquired Songza, and "won't generate as much money for rights holders as streams from its paid service."
