The blame has shifted from shutdown-enabling Republicans to a health care-fumbling White House.
In a new Wall Street Journal/NBC poll, PRESIDENT OBAMA's approval rating fell to 42 percent --an all-time low-- with 51 percent of participants expressing disapproval at his performance.
In another surprising response, the majority responded saying they belonged to neither party, and optimism in the U-S system of governance hit a 40-year low with 30 percent.
But overall, Democrats were still viewed more favorably than Republicans. (Maiman)

KIM KARDASHIAN wants KANYE WEST's attention. According to In Touch magazine, the reason that she posted the pic of herself and her ample booty on Instagram last week was to grab her man's interest. And boy did it work. He tweeted shortly after: HEADED HOME NOW.
Here's a cheap, easy way to wear MILEY CYRUS on her "Wrecking Ball" for Halloween. Yahoo News says you can print out your own Miley Wrecking Ball earrings. The caricature was designed by a website called ButYoureLikeReallyPretty.com. After you print them out, you just attach them to an existing pair of earrings. And you're good to go. (Bartha)

Look for SPIKE LEE to direct the upcoming movie about record mogul NEIL BOGART.
The Hollywood Reporter says he's in talks to direct "Spinning Gold," which was written by Neil's son, TIMOTHY.
JUSTIN TIMBERLAKE will reportedly star as Neil, who was the founder of Casablanca Records and responsible for many of the hits of the disco era. He also gets the credit for discovering CURTIS MAYFIELD, BILL WITHERS, GLADYS KNIGHT, KISS, PARLIAMENT, DONNA SUMMER and the VILLAGE PEOPLE before his death at the age of 39 in 1982.
A British man proposed to his girlfriend via dolphin.
27-year-old ALEX RIGBY and his girlfriend DEBBIE PRESTON were visiting family in Florida. Alex knew Debbie had always dreamed of swimming with dolphins so he surprised her with a trip to Orlando's Discovery Cove. While she was in the water, a dolphin swam up to her with a buoy that read: "Debbie, will you marry me?". Blushing Debbie said "yes" and when they got back to dry land, she found a ring waiting for her on the beach. It's unclear if they plan to hold the actual ceremony in the water too.
Editor's note: I hope they don't bring the dolphin along for the honeymoon 'cause that would just be creepy. (Still)
