Kemper Countysupervisors are so tired of people dressing up as clowns and terrifying locals, they'vemade the practice illegal. In fact, they've outlawed clowns altogether. Locals are now officially forbidden from wearing clown clothing, masks, and makeup until after Halloween. Anyone caught dressing like a clown will be fined $150-dollars.
The ban has caught the attention of theAmerican Civil Liberties Union. The ACLU says clothing choices --even clown costumes --are protected by the First Amendment. You know what they say, "Karma, it's a b*#ch!" A man in Cambodia dressed as a killer clown stepped on a landmine and went boom. Authorities report that he was trying to scare local residents who ended up chasing him into the jungle where he took his fatal misstep.
