(Allegedly) Low Life In The High Rent District

What do you do when you live in a luxury high-rise condo building and one guy in one unit allegedly seems to attract violence, crack use, people throwing fireworks and other items onto the street below, and other "dunken and obnoxious behavior," at least according to some of the neighbors? And what do you do when the condo association won't act because his misbehavior is within his own unit, and the cops haven't done anything despite 48 calls and reports? In this case, the guy in question seems to have (allegedly) chronic problems with a "friend," a woman who has kicked his door in, allegedly uses crack, and is described by the guy as his fiancee, his friend, or a "tough" street person he's trying to help. It doesn't make sense that nobody who can do something about this guy is willing to do so. And if you paid a lot of money for your own unit and this is happening down the hall, what can you do? Sue?
