Made To Be Broken

A side issue to the story of the death of a man due to a police chokehold is that the NYPD has banned chokeholds, yet the cops still use them. Chokeholds were banned in the early '90s, but it's pointless if they still use them. Why does that happen? Is it a case of the cops ignoring a law they don't like? And if so, how do they like when the public ignores a law THEY don't like? (New York Times)
