So The Honor System Isn't Really Working, As It Turns Out

Listen up, all American taxpayers, this involves you: Los Angeles' Metro touts increasing ridership of the very expensive subway/light rail system for which you paid. But they can't tell how many riders actually paid for their rides, because... well, that appears to be hard. And fare jumping is easy, because nobody seems to be checking. Their present solution: Raise fares. Which means the apparent few who DO pay are going to pay MORE to cover those who don't. Meanwhile, they're not collecting nearly what they need for the thing to pay for itself. And any ridership numbers they hand you are what you'd have to call wild-ass guesses, if you're being charitable. (Los Angeles Times)
