Oh, You Wanted Increased Security. That's The Same As 'In-Security,' Right?

After that widely-publicized sniper attack last year, PG&E promised that security at a San Jose electrical substation would be increased. After all, nobody wants to think that it's easy to take down a part of the power grid like that, especially with the concern about terrorism, and the lack of security -- there was no response by the police for five hours -- was appalling. So how did someone break into the same substation by cutting through the fence in three places? Where's the beefed-up security? (KNTV/San Jose-San Francisco)
