The woman accused of decapitating her 3-month-old daughter had been ordered by a court to stay away from the child, but an aunt placed in charge of the child let the mother stay with her and the baby, which raises the question of how the authorities determined -- obviously incorrectly -- that the aunt was qualified to take care of the child.
