Charges were dropped against this father who took it upon himself to build a protective berm on a bridge where his daughter was killed when the car she was in plunged off the side. He got tired and exasperated waiting for officials to build it, he's a contractor, and so he went ahead and started the project himself. Now, I know why you can't let people do that -- safety, plan approval, all that -- but why it takes so long to just go in and get these things done, I don't know. (WSB-TV/Atlanta)
