Unintended but predictable consequences: In response to fast-rising rents, Portland enacted laws to put restrictions on landlords increasing rent without long notice and other safeguards, and they made it effective on a particular day. So all the landlords jacked up rents by huge margins just before the rule changes, and people are complaining about it. Did they think landlords wouldn't try to get a few years' worth of increases in under the wire? (The Oregonian)
