Buried in a capital improvements bill in the Ohio legislature was an innocuous line item for $5 million to pay for an athletic training facility. What the line didn't mention is that it was going to pay for a new Cleveland Browns training camp in Columbus. If you're thinking, hey, why can't the Browns pay for it themselves?, well, you're more on top of things than most people. Pro sports teams try to slip this stuff by people in every town and state.
