A study suggests that the "digital divide" is not, as some think, along strictly socioeconomic lines or those who have Internet connectivity and those who don't but rather between those who have broadband and those with slower speeds. It seems everyone who wants to be connected IS connected, but some people can only get cellphone Internet, and might be at 3G or even 2G/dialup speed, and capped by data plans, and sharing with several other family members. What to do about this is another story. Is Internet access a new human right? And if it is, is fast, uncapped, unlimited access a right? (KYW-TV/Philadelphia)
