Just Eject Him In Mid-Air And Keep Flying

Yet another apparently intoxicated passenger caused a flight to be diverted so he could be kicked off, and what's interesting to me about this one is a) people caught his act on video, and b) once again, this happens and the reports indicate that no charges were filed. If someone is clearly drunk/wasted and causes trouble, shouldn't that automatically lead to charges? If there's no ultimate penalty, people are gonna keep flying while under the influence. Granted, sometimes flight attendants can pull the trigger on this kind of thing too quickly, but if there's video of it and it's clear that the passenger was causing trouble, why not make him or her pay for it, more than just being taken off the plane in a strange city?
