Simple: California, in an ill-advised ballot measure aimed at reducing the prison population and court workload, made shoplifting anything worth less than $900 a misdemeanor. Complaints from retailers about shoplifting promptly soared, and retailers say that people are grabbing anything worth $800 and walking out, knowing that the worst that can happen is that they'll pay a fine and the more likely result is that the cops won't even bother following up. The "expert" geniuses who support the law change claim that there's no proof of a cause-and-effect relationship here, but, you know, Occam's razor and all that. (Long Beach Press-Telegram)
