Chum-Astral to CRTC: Let Us Change or We Won't Build

CHUM LTD, and ASTRAL MEDIA have asked the CRTC to allow the companies' proposed digital subscription service to add foreign content, more channels, commercials, and repurposed content already heard on terrestrial radio.
The move is intended to highlight the differences between the service and the satellite services licensed to SIRIUS CANADA and CANADIAN SATELLITE RADIO. CHUM has said it is unlikely to build its service if SIRIUS and CSR (affiliates with XM) are both allowed to operate, and has told the CRTC that it will not build the system if the requested changes are not approved.
In the new plan, the CHUM-ASTRAL service would go from 50 Canadian-content channels to equal numbers of Canadian and non-Canadian channels, up to 50% previously broadcast content, and up to six minutes of commercials per hour.
