WRR/Dallas Swap Proposal: Is Salem Involved?

Is SALEM behind the proposed swap of CITY OF DALLAS-owned Classical WRR/DALLAS for noncommercial Contemporary Christian KVTT? The DALLAS MORNING NEWS reports that MARTY GREENBERG, the representative who brought the KVTT proposal to the city, reporesents SALEM, which the paper says has an "investment relationship" with KVTT. SALEM spokesperson DENISE DAVIS told the NEWS that she was not initially aware that SALEM was involved with KVTT and would investigate.
The frequency swap is highly controversial in DALLAS, where sentiment is split between doing a swap to allow the city to cash out part of the station's value while preserving the Classical format and leaving the station as-is. A city panel is expected to make a recommendation to City Manager MARY SUHM next month about the swap, and SUHM and her staff will decide whether to bring the plan to the City Council.
