FCC Turns Down Appeal Of Grant Of WGTS License To Cover

The FCC has denied an Application for Review by STU-COMM, INC, licensee of noncommercial Triple A-Urban WNRN/CHARLOTTESVILLE, VA, of the Media Bureau's denial of its Petition to Deny and the grant of a license to cover for COLUMBIA UNION COLLEGE BROADCASTING, INC. noncommercial Contemporary Christian WGTS/TAKOMA PARK, MD-WASHINGTON, DC.
WGTS filed its application on time but was late with its filing fee; STU-COMM contended that the late fee should mean that its own conflicting application for a construction permit for a minor modification to WNRN, filed after the WGTS application but before the fee was paid, should be considered having been filed first. But the Commission said that the WGTS application should be considered having been filed on the date the application was received at the FCC, not when the fee was paid, so long as the fee was paid within the permissible 14-day period after the application was filed.
