ADAMS RADIO GROUP Top 40/Rhythmic KHQT (HOT 103)/LAS CRUCES, NM has upped MD DAMIEN WILLIS to PD.  WILLIS, who will also retain MD and afternoon host duties, takes the programming reins from ERNESTO GARCIA, who continues as OM of the cluster.
