FCC Fines WLSW Owner $7,500

L. STANLEY WALL has been fined $7,500 by the FCC for public file violations at Classic Hits WLSW (MUSIC POWER 104)/SCOTTDALE, PA.
Upon an APRIL 16, 2010 inspection by an FCC agent, the station's public file was found to be missing all required quarterly issues-programs lists, a total of 15 quarters' worth. WALL told the Commission that "(w)e could tell that a person or persons had gone through the file and that some items had been removed....," suggesting that some weekend announcers had sought to find out about the station's financial condition.
A later inspection found one list present but 17 missing, which WALL claimed had been moved to storage and then lost or damaged due to a roof collapse.
The Commission found WALL's explanations "unreliable" but reduced the fine from a proposed $15,000 due to inability to pay.
