FCC Fines Oregon Cluster For Public File Problems

The FCC has fined PACIFIC EMPIRE RADIO CORPORATION $25,000 for public file violations at Talk KLBM-A (SUPERTALK 1450) and Classic Rock KUBQ (CLASSIC ROCK 98.7)/LA GRANDE, OR; Talk KBKR-A (SUPERTALK 1490) and Oldies KKBC-F/BAKER, OR-KRJT/ELGIN, OR (BOOMER RADIO 95.3 AND 105.9).
Multiple issues and programs lists were missing from the local public inspection file for each station. The licensee admitted as much but responded that the FCC had "never complied with its obligations under the Small Business Regulatory Enforcement and Fairness Act of 1996" and called the fine excessive compared to fines levied against stations for similar violations. The Commission responded that it does comply with the SBREFA and that $5,000 per station is in line with fines for similar violations.
