The FCC has proposed a $1,000 fine against BUSINESS COUNCIL OF THE NORTHERN ARAPAHO TRIBE for public file violations at noncommercial Variety KWRR/ETHETE, WY.
The station told the FCC on its license renewal application that it did not prepare quarterly issues/programs lists for fourth quarter 2012 and first quarter 2013 due to changes in control due to tribal elections and "ongoing disputes with regard to the continuation and direction of KWRR. One of those disputes led to the looting of the [Station’s] studio facilities on OCTOBER 31st, 2012 ... at the end of the looting, none of the documents from the public inspection file remained.” The fine was reduced from the base $10,000 because the Commission found that the station did prepare the lists and place them in the files only to have them stolen.
