FCC Approves Renewal, Sale Of WFCL/Nashville

The FCC has granted the license renewal and transfer of license applications filed by VANDERBILT STUDENT COMMUNICATIONS, INC. to renew and sell noncommercial Classical WFCL (formerly WRVU)/NASHVILLE to NASHVILLE PUBLIC RADIO for $3.35 million, rejecting the petition to deny and informal objection filed by WRVU FRIENDS AND FAMILY. 

WRVU FRIENDS alleged that the sale violated VSC's charter (which it said only ran towards operating the station) and that there had been "substantial" and "abrupt" changes in VSC's governing boards unreported to the Commission; it also characterized NPR's takeover of programming as an unauthorized transfer of control.  The Commission noted that it does not deny applications on the basis of noncompliance with state corporate law, agreed with VSC that it complied with the rules on reporting ownership changes, and that the time brokerage agreement between VSC and NPR complies with the Commission's policies in all respects.
