NY AM, Iowa Pirates Fined By FCC

The FCC has upheld its $11,000. fine of M.B. COMMUNICATIONS for power level and tower enclosure violations at its WYLF-A/PENN YAN, NY. The licensee had appealed based on inability to pay, a claim rejected by the Commission.
The Commission also fined two pirate station operators, slapping MATTHEW H. BRITCHER $17,000. and JASON L. DUNCAN $10,000. for running a pirate FM on 103.3 MHz in BETTENDORF, IA (they claimed the right to broadcast under the "War Powers Act").
