The FCC has proposed establishing a national location code for Emergency Alert System alerts issued by the President, rule amendments for national EAS test codes that would establish a specific code for the tests and limits the test to two minutes in length, electronic test data result filing, and standards for EAS alert accessibility.
The proposals were derived from the results of the national EAS test on NOVEMBER 9th, which showed inconsistencies in how EAS equipment processed the header codes, specifically the WASHINGTON location code used in the national test, and differences between how decoders from different manufacturers generated text crawls for TV alerts.
Comments will be due 30 days from publication in the Federal Register, with replies due 45 days from publication.
