The FCC has denied WILLIAM B. CLAY's 2008 Application for Review of the grant of a minor change for SUNBURST MEDIA's KXMG/JEAN LAFITTE, LA.
CLAY raised the issue of whether the then-new revised procedures adopted by the Commission in the 2011 Rural Radio Order should apply to the application, an issue that the Commission said was resolved in a subsequent action (the answer was no). CLAY also raised doubts that the station would provide its community of license with an "outlet for local self-expression." The Media Bureau determined that CLAY, a resident of CHARLOTTE, NC, lacked standing to challenge its ruling, and that decision was affirmed in denying the appeal. KXMG, previously KCIL, moved into the NEW ORLEANS market with the city of license change and flipped to Spanish Hits as "MEGA 107.5" in 2011.
