CRTC Denies Move, Upgrade Of CKKO Signal... Again

The CRTC has denied NEWCAP's application to move and upgrade Classic Rock CKKO (K963)/KELOWNA, BC to a Class C atop OKANAGAN MOUNTAIN.
The proposal would have decreased maximum ERP from 31,000 to 14,100 watts but would have boosted the station's height above average terrain from 130.8 to 793 meters. The Commission rejected the move, as it had for a technically identical proposal in 2013, because of concerns that the new facility was actually trying to have the station serve the adjacent PENTICTON market rather than improve service in WEST KELOWNA, as NEWCAP contended the move was designed to do. The CRTC responded that there are other solutions available to improve service to WEST KELOWNA and no compelling economic need was shown for the change.
