FCC Rejects Appeal Of NC Noncomm's CP Expiration

The FCC has affirmed the MEDIA BUREAU's decision to reject an appeal by CRAVEN COMMUNITY COLLEGE of the expiration of its construction permit to modify noncommercial News-Talk WZNB/NEW BERN, NC and to allow a conflicting modification by CHURCH PLANTERS OF AMERICA for second-adjacent noncommercial Religion WGHW/LOCKWOODS FOLLY TOWN, NC.
The BUREAU had decided that CRAVEN was not entitled to tolling, which the licensee had requested based on the "massive recession" and consequent drops in federal funding, as well as delays in obtaining equipment; the BUREAU noted that the latter argument resulted from CRAVEN waiting until two years into the permit's time period to initiate acquisition of the equipment.
