The FCC was partially closed WEDNESDAY afternoon due to plumbing problems that caused flooding at the Commission's WASHINGTON headquarters, reports MULTICHANNEL NEWS. An e-mail to FCC staffers asked them to leave the building, although some continued to work despite the flooding and lack of air conditioning and running water.
