Try, Try Again: Syracuse Swap Nixed By FCC Gets Refiled

The swap of stations between FOXFUR COMMUNICATIONS, LLC, WOLF RADIO, INC., and FAMILY LIFE MINISTRIES, INC. in the SYRACUSE market, which was dismissed by the Commission and resulted in a $20,000 fine against FOXFUR for prematurely taking control of an eighth station in the SYRACUSE market (NET NEWS 6/15), has been refiled with the Commission.
FOXFUR and WOLF, commonly-owned, swapped WOLF-F (now WCIS)/DERUYTER-SYRACUSE, WWLF-F (now WCIO)/OSWEGO, NY, and W252AC/FAIRMOUNT, NY to FAMILY LIFE for WSEN-F (briefly WNDR-F, now WOLF-F) and W207BH/BALDWINSVILLE, NY. FOXFUR and FAMILY then inked a TBA for FOXFUR to program the former WSEN-F as Country WOLF-F and FAMILY LIFE to program the former WOLF-WWLF as Contemporary Christian WCIS-WCIO. The refiled deal terminates the FOXFUR time brokerage agreement for WOLF-FM, which is now temporarily rebroadcasting CRAM COMMUNICATIONS Sports WOSW-A (FOX SPORTS 1300)/FULTON-SYRACUSE, owned by FOXFUR principal CRAIG FOX.
In other filings with the FCC, PHASE TWO COMMUNICATIONS, INC. is selling AC WFTZ (FANTASY RADIO)/MANCHESTER, TN to BOWMAN BROADCASTING, LLC for $425,000 ($40,000 down, $70,000 at closing, $315,000 in a promissory note over five years).
LIVING PROOF, INC. is selling K293CA/CARSON CITY, NV to TOM QUINN's RENO MEDIA GROUP, L.P. for $35,000. LIVING PROOF is also selling K249ES/SOUTH LAKE TAHOE, NV to the same buyer for $35,000.
MBM RADIO LAREDO LLC has applied for an extension of its Silent STA for KAJP/CARRIZO SPRINGS, TX due to financial difficulties.
BIBLE BROADCASTING NETWORK, INC. has requested an extension of its Silent STA for WYHW/WILMINGTON, NC while it builds out modified facilities.
JARED A. NIX has closed on the sale of W290CS/MORRILL, KY (now W238CP/WARTBURG, TN) to MORGAN COUNTRY BROADCASTING COMPANY, INC. for $30,000. The buyer plans to move the translator to rebroadcast Southern Gospel WECO-A/WARTBURG, TN.
And ACM JCE IV B LLC has filed for an extension of its Silent STA for WFLL-A/FORT LAUDERDALE, FL while it awaits action on its application to move the antenna.
Also, the FCC has rescinded the selection of OUTSOUND as the winner in a mutually exclusive pool of applicants for a new low power FM in SAN FRANCISCO and has selected THE SAN FRANCISCO PUBLIC PRESS and SAN FRANCISCO COMMUNITY RADIO, INC. as the new permittees on a time-share basis.
The FCC also approved JACKMAN HOLDING COMPANY, LLC's application to upgrade the construction permit it won in FM Auction 98 from Class C2 at MORO, OR to Class C1 at WHITE SALMON, WA, over the objection of ENTERCOM, licensee of Hot AC KRSK (105.1 THE BUZZ)/MOLALLA-PORTLAND.
