The Commission also rejected MODESTO GRAFFITI RADIO PROJECT's Petition for Reconsideration of the Media Bureau's ruling that its license for low power FM KXOK-LP/MODESTO, CA had expired as a matter of law. The station went silent in 2014 after getting locked out of its studio in a dispute with its landlord; after two Silent STAs, the licensee claimed to have resumed broadcasting from a temporary site for 72 hours and applied for another Silent STA, but the Commission raised questions about the resumption with non-compliant facilities from an unauthorized site.
