Former FCC Chief of the Policy and Rules Division of the Office of Engineering and Technology MARK A. SETTLE has joined communications law firm WILKINSON BARKER KNAUER, LLP as Senior Engineering Advisor.  SETTLE spent 9 years at the FCC after seven years at the NTIA and none at the NAVAL SURFACE WARFARE CENTER.
