The FCC denies RADIO X BROADCASTING CORP.'s appeal of a $16,000 fine for tower and public-file violations at its Spanish Top 40 WXLX (LA X)/LAJAS, PR. RADIO X had appealed based on the nature of the violations and inability to pay.
