JAIME BONILLA's QUETZAL BILINGUAL COMMUNICATIONS, INC. is selling Spanish Religion KURS-A/SAN DIEGO to EL SEMBRADOR MINISTRIES for $900,000. The buyer has been programming the station under a time brokerage agreement since 2014.

Also, the U.S. Court of Appeals for the Ninth Circuit has upheld the FCC's $20,000 fine on RICHARD HODSON and HODSON BROADCASTING for building and operating KHOD/DES MOINES, NM at variance with its authorization. HODSON got a permit to build the station in 2006 and applied for a move to RATON, NM and a downgrade to Class A in FEBRUARY 2009, but the application was dismissed. Nevertheless, HODSON built and signed on the station from the new, unauthorized site, and a subsequent STA application was denied in APRIL 2009. HODSON, representing himself, appealed, based on the citation of the wrong rule in the FCC's notices to him, but the court said that notice was constructively effective. He also alleged that the Commission initially denied him access to internal documents, which the court said did not include anything that would preclude summary judgment. And his claim that the Commission improperly denied him leave to amend was rejected on the grounds that the FCC can do so when amendment "would be futile."
