Time Brokerage Deal Turns To Sale At KURS/San Diego; Bonneville Buys Translator For Seattle AM

JAIME BONILLA's QUETZAL BILINGUAL COMMUNICATIONS, INC. is selling Spanish Religion KURS-A/SAN DIEGO to EL SEMBRADOR MINISTRIES for $900,000.  The buyer has been programming the station under a time brokerage agreement since 2014.

In other filings with the FCC, KMIH.ORG RADIO BOOSTER CLUB is selling K233BU/WHITE CENTER, WA to BONNEVILLE INTERNATIONAL CORPORATION for $300,000.  The buyer plans to move the translator to rebroadcast News-Talk KTTH-A/SEATTLE.

CAPPER BROADCASTING COMPANY is selling Classic Hits WDHC (MAX 92.9) and Country WCST-A (CAT COUNTRY 1010AM)/BERKELEY SPRINGS, WV to METRO RADIO, INC. for $365,000.

EDUCATIONAL MEDIA FOUNDATION is selling W244BQ/PARK RIDGE, IL to SPECTRUM DEVELOPMENT GROUP, LLC for $350,000.  The primary station is listed as SPANISH BROADCASTING SYSTEM Regional Mexican WLEY (LA LEY 107.9)/AURORA-CHICAGO.

SALEM's SOUTH TEXAS BROADCASTING, INC. is assigning its purchase rights to  W298AM/AURORA, FL, which it is in the process of acquiring from REACH COMMUNICATIONS INC. with W227BT/PORT ST. LUCIE, FL for $100,000, to sister CARON BROADCASTING, INC.  The filing reflects a change in W298AM's proposed primary station to Religion WHIM-A (AM 1080 THE ANSWER)/CORAL GABLES-MIAMI, FL, which is licensed to CARON; W227BT's primary continues to be Spanish Religion WLCC-A (RADIO LUZ)/BRANDON-TAMPA, FL.

CITICASTERS LICENSES, INC. has applied for a Silent STA for K264CF/ST. LOUIS, MO while it looks for a new site to reduce interference.

SAGA COMMUNICATIONS OF ILLINOIS, LLC has requested a Silent STA for W259CM/MINIER, IL while it moves to SPRINGFIELD, IL as W229DL.

THE CHICKASAW NATION has filed for a Silent STA for K241BM/DUNCAN, OK while it moves to ADA, OK.

US STATIONS, LLC has closed on the swap of Classic Rock KLXQ (101.9 THE ROCKET)/MOUNTAIN PINE-HOT SPRINGS, AR and Classic Country KLBL (THE BULL)/PEARCY-HOT SPRINGS, AR to GREG SHINN's CENTRAL ARKANSAS RADIO GROUP, LLC and $1.65 million in exchange for Gospel KBHS-A, Top 40 KLAZ, and K288FP/HOT SPRINGS, AR and Active Rock KHRK (REAL ROCK 101.5)/MALVERN-HOT SPRINGS, AR.

TRI-CITY CHRISTIAN RADIO, INC. has closed on the sale of Gospel WFTH-A (FAITH RADIO 1590)/RICHMOND, VA to STU-COMM, INC. for $300,000.

And REACH COMMUNICATIONS, INC. has closed on the sale of W209BW/DUNNELLON, FL to RADIO TRAINING NETWORK, INC. for $1,000.

BLOUNT COMMUNICATIONS has filed a Petition to Deny the license to cover for COSTA-EAGLE RADIO VENTURES LIMITED PARTNERSHIP's W249AW/HAVERHILL, MA and to have operation of the translator halted due to interference to its Religion WDER-F/PETERBOROUGH, NH.

INDIANA RADIO WATCH is reporting that NEW CASTLE BROADCASTING SERVICE, INC. low power WHHC-LP/NEW CASTLE, IN is asking for a move to 100.1 FM due to "horrendous interference" on 107.5 FM from EMMIS' W298BB/INDIANAPOLIS.

Also, the U.S. Court of Appeals for the Ninth Circuit has upheld the FCC's $20,000 fine on RICHARD HODSON and HODSON BROADCASTING for building and operating KHOD/DES MOINES, NM at variance with its authorization.  HODSON got a permit to build the station in 2006 and applied for a move to RATON, NM and a downgrade to Class A in FEBRUARY 2009, but the application was dismissed.  Nevertheless, HODSON built and signed on the station from the new, unauthorized site, and a subsequent STA application was denied in APRIL 2009.  HODSON, representing himself, appealed, based on the citation of the wrong rule in the FCC's notices to him, but the court said that notice was constructively effective.  He also alleged that the Commission initially denied him access to internal documents, which the court said did not include anything that would preclude summary judgment.  And his claim that the Commission improperly denied him leave to amend was rejected on the grounds that the FCC can do so when amendment "would be futile."
