  The FCC has proposed a $25,000 fine against CONROY DAWSON for operating an unlicensed FM station in PATERSON, NJ.
  
  DAWSON's station, "WBLR -- BIG LINK RADIO," was allegedly causing interference to a co-channel FM translator on 97.5 FM in JERSEY CITY (W248CG), and was operating at different times from three different sites.
